Cleven is a land-locked city on the edge of the Sylvan Wall. Before the Forsaking, it was noteworthy for being the closest of the citystates to the Empire.

According to Karl, the King of Cleven (or perhaps a member of his court?) had a vision of the Forsaking before it happened. The city was thus better prepared than most for the turmoil that followed, and survived largely intact. According to Anora, it was the King who did this...but the survival of the city was not the result of simply being forwarned, but instead resulted from a magical working the King performed to protect the city. The story as she heard it was that the king sacrificed himself to ward the city - he survived, but is quite mad and no longer seen by the public.

Those inside the city are required to bind their weapons; exception from this rule may be purchased from the city guard for a fee.
